No ICP filing? Baidu still takes your site. We submit it for €490.See the Baidu submission serviceHow to Submit Your Website to Sogou, and Why It Now Takes an ICP Filing

Sogou is the search engine Tencent owns. It is small next to Baidu, but it has long sat close to Tencent's products, and it runs Sogou WeChat Search, which indexes the articles published on WeChat Official Accounts. A foreign company could once verify its site in Sogou's webmaster platform with a file or a meta tag and submit its URLs. As of October 2026 the platform refuses to add a site without an ICP filing (ICP备案), which a site hosted outside mainland China cannot get. This guide covers what Sogou is, what it is and is not connected to, what the ICP rule means for you, and what still works without a filing.
What Sogou is
Sogou started inside the portal Sohu in 2004. In September 2013 Tencent invested in it and folded its own search engine, Soso, into it. Sogou listed on the New York Stock Exchange in November 2017, and on 23 September 2021 Tencent completed taking it private: since then Sogou has been wholly owned by Tencent and publishes no accounts of its own (Sogou's announcement). Its webmaster platform's contact address is now a Tencent one, zzpt@tencent.com.
How much traffic it sends
StatCounter put Sogou at 2.56% of search referrals in China in September 2026, and between 1.62% and 2.65% in each of the twelve months to September 2026 (StatCounter). It does slightly better on phones (3.36%) than on desktops (1.49%). StatCounter counts clicks from search results to sites that carry its tracking code, so its sample leans towards foreign-facing sites, and search inside apps is unlikely to be counted at all.
WeChat: what the connection is, and what it is not
Sogou is often described as "the search engine behind WeChat". The documented facts are narrower, and they stop in 2021.
- Sogou searches WeChat. Sogou WeChat Search indexes articles published on WeChat Official Accounts, and Sogou described it in 2021 as the only general search engine with access to all of them. That is Sogou searching WeChat content, not WeChat showing your website.
- WeChat once used Sogou for the outside web. According to Sogou's last annual report (filed with the SEC in March 2021), Tencent added a Sogou-powered search of information outside WeChat in October 2017, and Sogou was WeChat's "preferred third-party search function" from September 2020, renewable year by year until September 2023 if it met Tencent's user experience requirements. The same report lists Sogou as the default engine in Mobile QQ Browser and on qq.com, and says about 39% of Sogou's search traffic came from Tencent properties in December 2020.
Nothing published since then says whether those arrangements continue. So be careful with any promise that getting into Sogou gets you into WeChat. Even when the arrangement was public, it was Tencent's choice how WeChat used Sogou's results, not a route from Sogou's webmaster platform into WeChat.
The ICP rule
Sogou's help pages describe three levels of access (Sogou's verification help):
- Added but not verified: almost nothing works.
- Verified, by a file in the site root or a
sogou-site-verificationmeta tag: the account becomes a senior administrator and can see the site's data and use the basic tools. - Owner, after a review of up to seven working days: this needs the site's ICP filing, the company's unified social credit code (统一社会信用代码, the registration number of a Chinese company) and the operator's Chinese ID card. Owner status unlocks the full platform.
On paper, then, a foreign site could reach the second level without a filing. In practice it no longer can: as of October 2026 the console refuses to add a site that has no ICP filing, so a site hosted outside mainland China does not get as far as verification. Sogou has not announced the change: its latest public notice is from February 2026, and its help pages still describe the three levels above.
Two features were out of reach for most foreign sites even before: the official-site badge (官网认证), which Sogou grants only to sites with a company's ICP filing, and sitemap submission, which Sogou opens only by invitation.
What an ICP filing is, and who can get one
Every website hosted in mainland China needs an ICP filing, under the Measures for the Administration of Internet Information Services (State Council Order No. 292 of 2000) and the measures for non-commercial filing (Ministry of Information Industry Order No. 33, in force since 20 March 2005). Sogou's own home page shows what it looks like: the footer of sogou.com carries a filing number (京ICP备11001839号-1) and, as a commercial service, an ICP licence number as well (京ICP证050897号).
- The filing is made by an organisation or individual in mainland China. A foreign company without a mainland subsidiary, branch or representative office normally cannot file.
- It goes through the mainland hosting provider, in Chinese. The provider may not serve a site without one.
- A site hosted in Hong Kong or abroad needs no filing and cannot get one.
- The provincial review has up to 20 working days by law. Tencent Cloud's estimates run from about one to six weeks depending on the province, once the entity, the server and the domain are in place.
If you have an ICP filing: how submission works
- Add the site at zhanzhang.sogou.com and verify it with the file or the meta tag.
- Submit for owner status with the filing, the credit code and the operator's ID, if you want the full platform and the official-site badge.
- Submit URLs. In October 2026 the limit was 20 URLs a day for each verified site.
- Ask for a sitemap slot if you need one. Sogou opens sitemap submission when a site has original or irreplaceable content or cannot be crawled correctly, otherwise by request to zzpt@tencent.com. Files can be txt or XML, up to 50,000 URLs and 10 MB each (Sogou's sitemap help). Sogou adds that a sitemap does not by itself affect inclusion or ranking.
Without an ICP filing: how Sogou can still find your site
The rule closes the webmaster platform, not the index. Sogou's terms say that any site which does not opt out in robots.txt is treated as one it may include, and its spider follows links. On 29 October 2026, a search on sogou.com made from outside mainland China returned pages from python.org, docs.python.org and other parts of that site. Large foreign sites are clearly in the index. How well Sogou covers a small one, nobody outside Sogou can say.
- Let the crawler in. Sogou's crawler identifies itself as "Sogou web spider" (Sogou's spider help). Sogou publishes no IP list: a genuine visit resolves, by reverse DNS, to a host name ending in
.sogou.com. Since October 2026 the spider also signs some requests with Web Bot Auth, and Sogou publishes the public keys to check them, which helps if your bot protection relies on signed crawlers. - Make the site reachable from mainland China, without fonts, scripts or widgets from blocked hosts.
- Publish real Simplified Chinese pages with Chinese titles and descriptions.
- Get linked from Chinese sites that Sogou already crawls.
- Get into Baidu first. Baidu has far more traffic and still accepts a site without a filing for verification and URL submission.
Where we can help
We used to submit sites to Sogou, 360 Search and Toutiao Search alongside Baidu. We stopped in October 2026, because each of them now refuses to add a site without an ICP filing.
Baidu still accepts such a site for domain verification and URL submission, and our Baidu submission service handles that for a fixed fee per domain, with 12 months of your site's Baidu data in our portal. Our guides to 360 Search and Toutiao Search cover the other two engines. If you are weighing a mainland entity and hosting in China, book a call.
