Indonesian law requires a foreign operator whose website or app is used or offered in Indonesia to register as an electronic system operator (PSE) before Indonesian users use it. The sanction for not registering is having access blocked, and since June 2026 Komdigi has been writing to named foreign brands with deadlines of about a week. We file the registration for you.
Filed through OSS in your company's name, sworn Indonesian translation included. No Indonesian company, no government fee. Optional yearly upkeep covers the annual report.
Each figure with its source and date, so you can check it before you spend anything.
A second batch of letters followed in September 2026, this time including Shopify, with a deadline of 22 September (as reported by Fortune Indonesia). Komdigi restores access once an operator registers, but until then the site cannot be reached from Indonesia.
Everything the regulation asks for, drafted with you: system name, URL, DNS and IP address, business model, the personal data you process and where it is stored, Indonesian users and transaction value. We tell you which answers commit you to what.
OSS needs your certificate of incorporation in Indonesian, from a sworn translator. We arrange it, and it is included in the price.
We set up the foreign-operator account in your company's name and file the registration as your authorised party. OSS issues the NIB that identifies you as a foreign PSE, and the registration certificate (TDPSE) with it.
We confirm the registration appears on Komdigi's public PSE register, and send you a short memo on what registration commits you to: the liaison officer, reporting changes, takedown deadlines and the annual report.
The price is per electronic system (one website, app or platform) and excludes VAT where it applies. You can enter a VAT ID at checkout.
Chosen in the order form below. The registration itself does not need it.
Registration does not expire, but it does not look after itself either. For €290 a year we file the annual activity report (LKPM) in OSS, due each 15 January, file any change to your registration data, and write to you when a new Komdigi rule affects it, such as the representative office requirement Komdigi is studying.
Worth reading before you pay, so there is no argument afterwards.
Any of those can be quoted separately. Write to office@c9group.dev and describe what you need.
No. Since October 2025 foreign operators register in OSS as a foreign business entity, and OSS issues an NIB for exactly that purpose. Sources that say you need an Indonesian company (a PT PMA), or that you file on pse.komdigi.go.id, describe older procedures.
Presence is not the test. Permenkominfo 5/2020 covers a foreign operator whose system is used or offered in Indonesia, or that does business there, and almost any website that shows information or processes personal data falls into its categories. There is no user or revenue threshold: those numbers are declared on the form, not used to exempt you.
The sanction in the regulation is blocking. In practice Komdigi has written first, with a deadline of about a week, and then blocked: eBay, KLM and Bath & Body Works in June 2025. Access is restored once you register.
Say so in the form and send the letter with your documents, and we start within one business day of payment. We cannot promise a date, because OSS issues the certificate when the filing is complete and Komdigi may review it afterwards, but the paperwork is the slow part and that is what we take on.
Keep a liaison officer in Indonesia, report changes to your registration data, act on takedown requests within 24 hours (4 for urgent ones), and file an annual activity report (LKPM) in OSS by 15 January. The yearly upkeep covers the report and the change filings.
No. It lasts as long as you operate. What recurs is the annual report and any change filing.
If it fails for a reason on our side, we refund the fee. If OSS or Komdigi refuses it for a reason on yours, a document that cannot be obtained for example, we explain why in writing and refund the work not done.
Tell us about the system and your company, then pay through Stripe. We reply within one business day with the document list.
The guide covers who has to register, how OSS works for a foreign company, and what registration commits you to.
