Not reliably. Without an SSN or ITIN the online application is closed, and the IRS phone line now treats a US-formed LLC as domestic and points callers to fax or mail. Fax is the fastest route left.
Yes, for every year with a reportable transaction, and funding the company is one. The IRS penalty for not filing is USD 25,000. You can file it yourself or through a preparer such as the one we introduce.
No. The public filing does not name the owner, but Wyoming requires the registered agent to hold the managers' names and addresses, and every bank and Stripe identifies you. What is gone is the FinCEN beneficial ownership report, which a US-formed LLC no longer files since 14 August 2026.

The US side is the same. Two things differ. Stripe and some banks treat China as higher risk, so expect more questions. And Chinese rules govern how money may leave China: a company needs ODI filings before investing, an individual's position falls under SAFE Circular 37, and the personal foreign exchange quota may not be used for investment. That is worth a PRC lawyer's view before you fund the company.
